Can I open an BA Amex card but link it to my partners avios account so the points go there? Or does the cardholder have to link it an avios account registered in their name?
Simple answer no. Must go into your own account.
Complicated answer depends if you have exactly the same names and address
Depending on how you want to use the avios, setting up a household account with your partner may achieve the same end.

Do you mean a household avios account? How do I do that? I have one already – could I turn that into a household one meaning the points could filter there?
