Plan after taking a break from Amex

Player 2 is taking a break from amex. She also qualifies for Biz cards, and had some in the past. Here is the timing for Player 2:
– canceled Amex Gold Biz in Sept 2021.
– canceled Amex Gold in Sept 2020.
– canceled Amex Avios in Dec 2021.

Currently, she has no amex.

Can she apply for a Amex Biz card in Sept 2022, without affecting her potential personal amex signup bonuses later on.
Even if she canceled the Avios card in Dec 2021, can she apply for any other personal amex in Sept 2022 for a signup bonus?

I’m sure when I looked recently all the business amexes required a 13 month gap since the last business amex to get a SUB, not 12 months.

In fact, maybe it was 13 months since the last MR card of any sort to get the SUB.
