I have a return flight booked to Boston in May, using upgrade vouchers. Am I right in thinking I can’t change the outbound leg to Houston, as it’s a different Avios zone to Boston? I can’t cancel and rebook as there are no seats currently available on the inbound date I need.
You can change at a cost and hope the outbound goes back into inventory.

The zone issue ceased to apply some years ago. You should simply be able to add the return to your booking by calling BA assuming your used enough BUV voucher(s) on the outbound which may be the greater issue.
