Hello,
If I try to book LON-TOK-OSA with Avios I get options with BA/JAL.
But if I add the 241 BA voucher I am told no routes exist. I suppose because JAL cannot be used when the voucher is applied.
I was wondering if it is possible to book LON-TOK (with voucher) and then TOK-OSA and somehow put them together so the luggage goes LND to OSA and I am protected if there are delays and I cannot catch the OSA flight.

A confusing mix of airport/city codes. As you’re discussing JAL, presumably you mean Tokyo (TYO) and London (LON), which will actually be LHR-HND for airports. If so, then don’t think there is any method for doing this with a 241.
For customs purposes, I think you’d need to collect your bags at HND anyway, even if you did have a flight to Osaka on same booking.
If it were me, I’d be looking at going to Osaka via Shinkansen if needing to go right after 241 flight for LHR-HND. Frequent, comfortable, and you arrive closer to city than either Kansai or Itami airports.

The answer is essentially the same – you can’t mix a 241 booking and an ordinary Avios or cash booking on the same PNR. There is no process to combine the PNRs nor to link them in a way that will get BA to check your luggage through so you will have to collect and recheck your luggage even if that isn’t required by Japanese customs. BA is particularly hawkish on this point.

Correct, unless/until BA restarts direct flights. They resumed them in 2019 after a 20 year break (when it was a ? daily jumbo), but along with other Asian routes hasn’t resumed.

As I said, there’s no way to do what you’re asking.
Also, as I said, even if you could do it, you’d still need to get your baggage in HND as JAL states:
“all passengers who arrive at Haneda airport must clear the customs inspection at Haneda. Please pick up all of your checked baggage at the baggage claim area and then proceed to the customs inspection. After the clearance of the customs inspection, please go to the connection service counter for Japan domestic flight located in the arrival lobby to check in your baggage.”
