If you had downgraded to the free BA card rather than cancelling, the pro-rata fee would’ve been refunded to the downgraded card. If you have another Amex card they should be able to refund to that. They did that for me last year when I cancelled my PRG and via chat, they agreed to send the pro-rata refund to my Green charge card.
