Depends where she currently holds a passport from.
As far as I am aware, to fly internationally to U.S., they will not accept an Identity Card unless you are doing internal flights in the U.S., and you will require a passport.
Best bet would be to book an appointment with the U.S. embassy to get a visa as soon as possible. In some countries the wait time can be months to see someone, so I would urge you to register as soon as practicable
