I suspect the target market are people who only learn about products of this type from the BA marketing and consider that as it involves modest spend and it’s still vastly cheaper than using data roaming from their existing service provider it’s therefore worth trying. And it earns a slug of Avios as a rebate.
I’m blessed with Virgin Mobile having transferred to O2 who are generous in offering free roaming in EU countries subject to fair use limits based on both data quantity and length of stay.
