I think there are two different things here:
1. The ability to gift a voucher to someone else so that they can use it as though they had earned it, which requires the donor to be Silver or Gold.
2. The ability to book someone else and/or use their points on a booking made by the person who earned the voucher.
They do seem to be flexible about the latter (at least that was the case pre-changes). I’ve certainly had no problems in making a booking with a voucher, mixing points from our accounts on different sectors even though we don’t have a household account (which requires Silver or higher status, whereas all our bookings to date have been made when we’ve both been Red).
