You’re also asking about premium economy pricing, upgrading to club world using the voucher.
The simple answer is Abuja, Jeddah or Kuwait at 37,500 Avios off peak, one way. They may not be attractive destinations to you. If you can stretch to 42,500 Avios one way, a lot more options become available to you, including all of Northeast USA & Canada, Chicago, Bermuda, Doha, Dubai, Abu Dhabi, Bahrain, Lagos, Islamabad and Accra.
