I had LHR – MEX – LHR return 241 voucher booked in business £900 + 190,000 Avios.
Read some advice on forum and changed it to
outbound MAD – GUETAMALA
inbound MEX – LHR
for £502 + 132,500 Avios.
But they charged me £35 x2 for cancelling the first booking and rebooking. Is that correct?

I had a recollection of a post where they charged a passenger £30 or £35 fee and the community flagged up that it should’nt have been charged – inexperienced CR – they duly called back and the next CR cancelled the fee. Could’nt recall the specifics of their booking/changes.
It’s always chargeable if you’re cancelling outside the 24 hours after booking (unless BA has cancelled and you’re accepting a refund, which we don’t do on HFP, of course!) I think the case you’re referring to involved someone adding a connection or return leg, in which case the fee would be waived if the process can’t be done online.
I think the only other time where the £35 isn’t charged would be if the booking was made with a fee less than £35, e.g. £1 plus Avios – they take whatever the fee paid was but don’t chase you for the balance of the £35.

Nope, the change fee would still be an additional £35, regardless of how little (or much) was paid on the underlying booking. you may be getting confused with cancellation fees.

At the risk of going off tangent….”BA has cancelled and you’re accepting a refund, which we don’t do on HFP”….the smart strategy is to get BA to get you to you destination by as to close to your original class/route/dates and then claim 75% of the original cash price (exc taxes/duties) back? And as they resist , go to ADR or MCOL?

I think you’re confusing cancellation and downgrade here. With a cancellation you have re-routing rights under comparable conditions (plus compensation if eligible), whereas the 75% compensation is for a downgrade, where there’s no automatic re-routing right.
In cases where BA is being intransigent about awarding compo and/or costs, you can go to CEDR or MCOL. There are a couple of long threads in this section with lots of information on both processes.
We have LHR/YVR booked with some friends who live in the south. When I called to add LHR/NCL on return leg they waived the change fees as gold card holder which was great but not expected.

I paid £1 with upgrade voucher, would I not still have to pay them £34 in fees for a cancellation?
