Can I cycle in & out of the paid for BA Amex?
So, i’m about to trigger a 241 voucher in business class, then move down to free BA Amex.
Get close to hitting the spend on that free card in the new financial year & then upgrade to paid for BA Amex just before I hit the target to ensure 241 in Business? So I save a years worth of fees?

Well, you can potentially do that until Amex get bored of you gaming the system and/or they cease to offer pro-rata refunds which is already in the terms but not yet implemented. Alternatively, you can just pay the annual fee like most cardholders.
If you’re in the ‘points game’, I’d suggest being blocked by Amex would be highly undesirable. Lots of indications that Amex are tightening things up.

So in summary, yes you can probably cycle your BA Amex for a bit. Maybe.
But when the 241 can save 200,000+ Avios per year which would cost you £1,800 to purchase via boost then the £300 fee doesn’t look that unreasonable.
I wouldn’t want to risk it but then I’m unemployed retired so I doubt Amex would be that keen to have me back.
I don’t think anyone has suggested it’s not possible. If anything the fact they refused on the phone, probably gives an indication Amex doesn’t love the idea.
I re-upgraded (if there is such a word) to the BAPP card earlier this year, almost 6 months after downgrading. In the occasion the Amex representative informed me that I wouldn’t be able to downgrade again, and if I wanted to move to the free card I’d need to cancel my current card and re-apply.
Not sure how much of that is actually true, but I’m happy with the card and don’t plan to cancel it to find out! If anything it indicates that a note has been added to my account or something – who knows.
