Is HHA Avios transfer to Iberia unrestricted now?

I have a HHA on BA. 1000 miles under my name, 100k under spouse, combined in a HHA. I am trying to transfer 50k avios to Iberia, but I keep getting an error. I tried to transfer 500 miles and it went through. I thought HHA issues were fixed now or am I misunderstanding the article?

There is a unknown limit to how much you can transfer. They seem to be blocking large transfers. Did over 100k a month and a half ago and worked just fine. Then tried to transfer again over 100k a few weeks ago and it didn’t work, even smaller amounts. Then tried through my partner’s account and it worked. Same browser, same computer. All details matched between all accounts, so it was really some kind of block.

I’m wondering if my issue is more related to the HHA status, not the # of miles transferred. I know HHA has always been weird with transferring miles…
