New fixed price for transfer of Avios to another member

Hi. I see you posted that BA now charging flat fee of £15 for transferring Avios to another member
I have just tied to transfer 27000 to. Y brother in law and
A) it is only showing the possibility to transfer 21000
B) it is showing it is going to charge me £50 to transfer

I am blue card member
I have over 160000 Avios available
Is this because I am blue card member? When were the new prices supposed to start?
