PayPal and fx fees

If I pay for something on a US site and they accept PayPal would I avoid the 3% foreign exchange fee if I paid via PayPal?

I think Paypal’s fx rate is worse than Amex’s.

Link a Wise card to paypal, then pay in USD.

I paid Euro from a USD balance on Wise via Paypal yesterday and Wise charged me a whole 17p on 35 euro.

(Paypal was the only option on the merchant and I tried 1st with Amex linked to Paypal and it was rejected)
