I saw that the new upgrade bonus from Gold to Platinum is 40k + £400 credits

What is the usual upgrade bonus before this offer?

It was just 40K points, which is what I used at the end of February. Prior to that, it was just 20K unless there was some promotion going on.

The standard offer to upgrade is usually 40k but is supposed to be targeted and subject to approval. During recent enhanced offers, including this one, the upgrade offer has almost mirrored the general offer – here you don’t get the bonus 5,000, just 40k + £400 travel credit.

Does not the page on the link suggest ‘Charge Card’, is it the same for ‘Credit Card’

The link above is for a gold credit card upgrade but on that landing page, there is also a link for a charge card upgrade.

If I’m reading this right, someone who is ineligible for the regular signup bonus (due to the 24 month thing) could get the upgrade bonus? Ie get a Gold card then immediately upgrade and trigger 40k points after meeting the spend threshold?

In theory yes, as a practical matter someone who had successfully achieved these needs to advise. There have been reports of an unspecified and variable holding limit. In general, Amex does allow all sorts of shenanigans, but they might baulk at blatant circumvention of the twenty four month rule and quite a few people in the past have anyway reported being rejected after following the upgrade route.

That is indeed a risk – one would be taking a punt as it would definitely restart the 24 month clock.
