I went as far as reporting this issue to the exec office. I got a snotty response not long after telling me they can’t explain why I can’t generate a referral link.
Lo and behold, it’s working for me now as of yesterday I think and this is for both my cards.
Yep, I can refer again. I wonder if everyone was removed on the same date so we’ve all served the same length of ban, or if others have been removed on a rolling basis.
This has the feeling of either an error, or some sort of trial.

Yup, mine has now disappeared as well. Managed to generate one link.
I did get a retention offer on my Plat card a couple of days ago, so I wonder if that’s why I’m now blocked?
Or it could just be Amex’s prehistoric IT?
I was being emailed and prompted by Amex to make referrals for 18,000 miles, I didn’t, now suddenly no option to refer from my Platinum nor BAPP.
Referrals are back again!

Referrals suddenly reinstated for me again today. Amex almost certainly screwed up their IT but wouldn’t own up to it.
Back for me again as well .. 🤷🏻♂️ Though God knows how long it is going to stay this time.
