No, I’m afraid not. They might claim they’ll put a note in the file linking the bookings but that is pretty much worthless.
If you had two vouchers in your account then all four of you could be on one booking.
It can be a pain having two separate PNRs as I’m sure you know as far as seating (with kids) and in the event of a flight interruption.
Depending how concerned about it and how Avios rich you are, you might consider booking for all four of you, only applying you voucher (so using Avios for three tickets) and then next year when your partner has two vouchers use these for all four of you. The following year you’d have two vouchers etc.
