I think they were testing the water.
— which reminded me of the joke:
“When I was a kid I used to pray every night for a new bicycle. Then I realised that the Lord doesn’t work that way so I stole one and asked Him to forgive me.”

If there was enough demand it seems that curve would have followed thru. Apparently there wasn’t. So Curve says, ooops.
