Hi,
I’ve booked, via BA Holidays, an economy ticket (N class ticket) from LGW-BIO (Gatwick to Bilbao) on a BA Codeshare serviced by Vueling.
I can see in “Manage my booking” on ba.com that it earns 10 Tier points.
My question, if I upgraded my seat via Vueling website, i.e. to Vueling Space One, would/coud that up by tier points?

No.
Also, you won’t get lounge access at LGW unless you are BA Gold, and no guest.
And you have probably dramatically overpaid vs booking direct (although that will depend if you have bags, how much you value the tier points…).
You will get much more leg room than BA business class though if you choose rows 1-4.
