Does the Dell credit cover dellrefurbished.co.uk?

I contacted Amex Support yesterday via their chat service for clarification and they categorically said the credit can not be used for Refurbished items.
However, in the article on how to use the Amex Business Dell credit. It states

If you’re happy with an end-of-line or refurbished item, the credit also works on purchases from the Dell Outlet site here.

Assuming Amex Support don’t have a scoobie, would purchases from dellrefurbished.co.uk also be covered?

Dell outlet works, but the refurbished store doesn’t accept Amex so it won’t work on that site.

II have the Gold Business and i used the Dell offer last year, but do u need to register every year for this credit?
