Upgrade cash flights using avios

Hello,

I am trying to upgrade to club Europe a cash flight using avios. I can see availability in the system if I were to book an avios booking but when I try to call to upgrade my existing booking, they’re telling me they don’t see any availability (or at least none for blue members). Shouldn’t the pool of tickets be the same ? Should I try to call them later ?
