I just stayed at a Hilton property and received the notification that the cashback offer had triggered. I was wondering, when you utilise these offers, are you likely to be “targeted” for the next iteration of the same offer? I remember having a similar offer last autumn/winter for Hilton, will I likely get this again?

Sometimes you’re targeted for the same (or similar) offer again after usage. Sometimes you’re not.
It just depends what mood the Amex algorithms are in.
It used to be the case that you could call up /message Amex and see whether or not CS could apply an offer you hadn’t been targeted for to your card, but I’m not sure if that is still possible.
