Barclaycard Avios Plus (black card) rejected due to self employment?

Partner applied for Barclaycard as self employed with £20,000 income and no dependents, no other credit with any other companies but free Amex. Has anyone else been rejected for the card before?
I’m not sure specifically about Barclaycard but Amex reintroduced earning requirements on their paid cards relatively recently, supposedly to do with low earners not being able to benefit from the spending targets.
Someone earning £20k pa will only get paid around £1350 a month net and would need to put £833 per month through the card to achieve the voucher.
I’m unable to swap to the paid card either, but I’m beginning to think that it’s because I opened the original account in the early ’00s and they probably think I’m still earning £18k a year
